Norsk Tipping Faces Heavy Fine for Mishandling Lottery Draws
Norsk Tipping, Norway’s gambling monopoly, is under scrutiny for inaccurately managing lottery draws, leading to a potential substantial fine. Recent investigations have revealed that the company has been conducting draws in a biased manner that favors syndicates and clubs for years.
Norsk Tipping’s Draw Errors
An in-depth probe has uncovered that Norsk Tipping has been consistently making mistakes in its lottery draws since at least 2021. Authorities suspect that these errors might have been ongoing for even longer.
The mishandling of extra Lotto and Eurojackpot draws by Norsk Tipping has resulted in gaming syndicates, clubs, and cooperative banks having an unfair advantage in winning prizes. This has impacted millions of players adversely.
In 2024, Norsk Tipping identified the issue but failed to delve deeper into it. Instead, the company notified the Norwegian Gambling and Foundation Authority of the error and continued conducting two additional lottery draws while the investigation was ongoing.
Director’s Statement and Fine Imposition
Atle Hamar, the director of Norway’s Lottery and Foundations Authority, highlighted that Norsk Tipping’s errors have led to incorrect winners in draws over the years. While acknowledging the operator’s efforts in promoting safer gambling practices, Hamar emphasized that the draw-related error is a severe matter and a significant legal violation.
For its wrongdoing, Norsk Tipping faces a potential fine of up to NOK 46 million ($4.41 million), representing around 0.45% of its turnover. The gambling monopoly has three weeks to defend its case before the final decision is made by the regulator.
If the fine is imposed, it would be Norsk Tipping’s second penalty in 2025. Earlier this year, the company was fined for a self-exclusion failure that affected iOS players. A technical glitch prevented players from excluding themselves from gambling, a serious offense according to the country’s regulator.
Previous Penalties
In January 16, 2024, a technical failure in Norsk Tipping’s iOS gaming app hindered players from self-exclusion, resulting in a NOK 36 million ($3.4 million) fine. In 2024, the company was also penalized NOK 4.5 million ($430K) for a payment error related to the KongKasino game, where an incorrect payout of NOK 25 million occurred.
