Sonoma County and Windsor Oppose Tribal Casino on Fire-Prone Farmland
This week, the battle against the proposed Shiloh Resort & Casino in Sonoma County has intensified as two local government officials have stepped in to block the project. Sonoma County Supervisor Lynda Hopkins and Windsor Town Manager Jon Davis have filed declarations in federal court to challenge the decision by the US Department of the Interior to put 68 acres of land into trust for the Koi Nation, paving the way for the development of the casino.
Concerns Over the Proposed Casino Development
The site of the proposed casino is located just outside Windsor in a rural area along East Shiloh Road. The land has agricultural zoning and is in an area known to be at high risk of wildfires. The Koi Nation plans to build a large complex at the site, including a hotel with 400 rooms, a casino floor with over 2,700 gaming machines, and more than 100 table games.
Supervisor Lynda Hopkins has expressed concerns about the environmental impact of the project, citing the area’s fragile environment and current land use limits as major issues that should have prevented federal approval. While the Koi Nation, with ancestral connections to the Clear Lake area, is not directly involved in the lawsuit, the Federated Indians of Graton Rancheria have initiated legal action against the federal government’s decision to put the land into trust. The Koi Nation has requested to join the case, citing past court decisions supporting their right to participate, as the outcome could impact their land and gambling rights.
Graton Rancheria currently operates the largest casino in the Bay Area and is concerned that the decision to put the land into trust could undermine the protection of cultural heritage and tribal independence.
Community Opposition to the Casino Project
In addition to the government officials, Nina Coté, leader of the grassroots group Our Community Matters, has also joined the opposition against the casino project. She has expressed concerns about the potential changes to the neighborhood, safety issues, and difficulties in evacuation during emergencies in an area already facing wildfire risks.
