Woodbine Entertainment Settles with AGCO after Horse-related Incidents
The Alcohol and Gaming Commission of Ontario (AGCO) has recently announced a settlement with Woodbine Entertainment following an investigation into a series of horse-related incidents that occurred in late 2024.
Incidents Prompt Regulatory Intervention
During the period from October 28 to December 15, a total of 19 thoroughbred racehorses were injured while racing and training on Woodbine’s all-weather Tapeta surface. Tragically, ten of these injuries resulted in euthanasia, prompting the AGCO to launch an investigation.
The AGCO noted that a significant number of incidents, including six racehorse breakdowns on November 9, raised concerns about the safety of the Tapeta surface. Subsequently, the regulator found that Woodbine’s track maintenance in 2024 was inadequate, citing substandard grooming practices, irregular surface depth measurement, inexperienced maintenance staff, lack of standardized maintenance protocols, and improperly maintained track equipment as major issues.
Settlement Terms
As part of the settlement, Woodbine Entertainment has agreed to implement remediation measures to address the concerns raised by the AGCO. These measures include independent oversight by two track safety experts, the establishment of a Track Surfaces Committee to monitor safety, and board-level oversight to ensure compliance.
If Woodbine fails to comply with these measures, it could face a fine of CAD 200,000. Additionally, the company has committed to donating CAD 200,000 to support equine aftercare and welfare in Ontario, with LongRun Thoroughbred Retirement Society and the Thoroughbred Aftercare Alliance receiving half of the funds each.
Voluntary Commitments by Woodbine
Woodbine Entertainment has also taken additional voluntary steps to improve track safety, including training its Racing Surfaces team, recruiting skilled maintenance specialists, acquiring better maintenance equipment, and installing an integrated racetrack surface tester to monitor key parameters.
The company will also renovate a portion of the track and update its maintenance protocols to enhance safety measures further. Concurrently, the AGCO will revise its Rules of Racing to ensure better veterinary oversight, scrutiny of horses returning from the vet’s list, and guidance for therapeutic treatments.
Overall, the settlement between Woodbine Entertainment and the AGCO reflects a commitment to improving safety standards in horse racing and ensuring the well-being of equine athletes. With these remediation measures in place, stakeholders are optimistic about a safer and more secure environment for racing at Woodbine Entertainment.
