AGCO Issues Fine to Great Canadian Entertainment for Allowing Minors to Gamble
The Alcohol and Gaming Commission of Ontario (AGCO) recently announced that it had imposed a penalty of CAD 151,000 (approximately $108,542) on Great Canadian Entertainment for alleged failures in preventing minors from gambling at three of its casinos. The fine was a result of four separate instances where minors were able to access and gamble at the company’s properties.
Minors Allowed to Play at Great Canadian Casinos
Upon investigation, the AGCO found that minors had been able to gamble at Great Canadian Entertainment’s Toronto-area casinos, namely Casino Ajax, Pickering Casino Resort, and Great Canadian Casino Resort Toronto. Two of the alleged incidents occurred at Great Canadian Casino Resort Toronto, while the other two properties each faced one violation.
The AGCO emphasized the importance of maintaining high standards for gaming operators in Ontario and reiterated its commitment to minimizing gambling harm. According to the regulator’s guidelines, operators must ensure that only individuals of legal age are permitted to enter casinos and participate in gambling activities.
The AGCO requires casino employees to have the necessary skills, experience, and training to effectively carry out their duties, including verifying the age and identity of visitors and preventing underage and self-excluded individuals from gambling.
Appeal Process for the Operator
Great Canadian Entertainment has been fined $108,542 by the AGCO, with each of the three casinos facing separate monetary penalties. Casino Ajax and Pickering Casino Resort were each fined CAD 50,000 ($35,941) for violating specific sections of the Registrar Standards, while Great Canadian Casino Resort Toronto incurred a slightly higher fine of CAD 51,000 ($36,660) for two violations.
Under Ontario regulations, Great Canadian Entertainment has the option to appeal the monetary penalty to the Licence Appeal Tribunal (LAT), an independent adjudicative body within Tribunals Ontario.

The announcement of the fine comes shortly after the AGCO settled an investigation with Woodbine Entertainment related to previous incidents involving horse racing.
